In 1966, he was deputed to the Planning Commission of India where he served as Advisor to D.P. Dhar, the Principal advisor to Prime Minister Indira Gandhi. During this period, he was responsible for the planning and financing of thermal, hydroelectric and nuclear power generation and distribution for all of India.
